Can i install Vista Business 32bit on a 64bit TOSHIBA laptop running Vista home Premium 64bit?

I have a copy of Vista Business 32bit and i want to replace my 64bit Vista home premium. The laptop is a 64bit system. Will i have any problems if i do this install since the O/S is 32bit and the CPU is 64bit.

This shouldn't cause a problem so long as you do a clean install (as opposed to an upgrade). A clean install will wipe the installation partition (usually the C:\ drive) and reinstall.

Before you do this, you'd want to back up everything of course. You will also want to get the 32-bit Vista drivers for the hardware inside your laptop. This may be as easy as going to Toshiba and downloading the drivers they have there. If they have 32-bit Vista specific drivers available, use those. If not, most of the Vista driver packages have both 32 and 64-bit versions included; even if 32-bit isn't mentioned, the driver package may have it anyway. The most important driver to get is the Ethernet driver. If you can connect, you can generally download any other drivers you need after the install.

Keep in mind that if you have 4GB of RAM on this system, you may not be able to see all of it after you go to a 32-bit OS. If your graphics card uses shared memory, you may not notice much of a difference, but if it has dedicated memory, at least that much system RAM will be masked by the graphics card's RAM. There will be some more memory overlaid by other devices as well. In desktops, it's typical to only see about 3 to 3.5 GB of the 4 GB of installed RAM. If you have more than 4GB of RAM, you won't see anything above 4GB (or the 3 to 3.5 GB, rather).

There may also be a small loss of efficiency in some programs because of 32-bit addressing instead of 64-bit, but you're not likely to notice it in everyday use. I went the other direction myself: from 32-bit to 64-bit (so I could see all 4GB of RAM I have), and I really didn't notice anything being faster. Maybe a slightly faster boot time.
